On the 95 Contours they cannot be painted, so my body shop tells me(you can do anything with enough time and money). But I cannot tell you if a insert from the 96-97 bumpers can come out, if they can the insert can be replaced.
Also, while trying to find a new bumper, Ford does not make the chrome strip anymore.
