First off check your history books, I think Japan at least would disagree with that statement as also would Britan, Germany, Italy, USSR etc.
Look no one is better or worse than anyone else just different.
In the USA privacy is a pipe dream anyway. If you have a bank account, a credit card, ATM card, a 401k, medical records or pay taxes the government can look at your life like an open book. If your car came with GPS ie. On Star etc, or you have Lojack etc. you can be tracked.
If you go to certain web sites you might be looked at, which is no different than checking out certain books from the library that are on the FBI watch list which has been around for about 50 years.
None of this is new, Its just that people are just now finding out that it is being done.
