I dont know if its atx how do i tell? its a 98 contour SE. Also it whines all the time not just sometimes. I made a typo i ment that the filter Cant be replaced not can sorry for the typo. It makes the whining noise even when in drive. and i already tried going to autozone it didnt read anything because there is not check engine light on.
