Because most people are too lazy to try and look up the non-emergency number for the county or city. There was a commercial a few years ago that played in the Milwaukee area where they played excerpts from actual 911 calls where people would report things like their power going out during a thunderstorm.

In my city, if you're gonna have a cop respond, you gotta talk to 911 anyways. Calling the non emergency number will just get you transfered to 911 if you need a cop.

the funniest part about this story is that the person who stole the car added an alarm! HAAAAAAAAA!!!!
that guy is a nerd though, "people get killed for driving a car like this"...haha no they don't, wtf!

Not after dark. I can definitely think of several areas I wouldn't drive that car around in, though.
