Because the odds are they are unaware of the situation. You're using someone else's internet connection, regardless of how you're connected to it.
Too bad. My next-door neighbors sometimes crank their stereo up loud enough for me to hear, too. Under licensing restrictions, this is technically illegal because my listening in constitues them publically "broadcasting" the music. It's not as if securing a wireless router signal is an arcane science known only to Linux gurus and NSA spooks. Quite frankly, given all the press and warnings about unsecured networks, I'd say a very bold case could be made that failure to provide even rudimentary measures to secure one's network is tacit approval for public access.

So, the owners of a wireless access point are supposed to somehow bend space-time so that the radio waves stop at the property lines??
Seriously... If folks cared enough about it, they'd DO something like enforcing a simple layer of security. From my bedroom, `iwlist wlan0 scan` USUALLY shows between 5 and 7 APs (including my own). Typically, 2 of those show the lovely "encryption=off" line. But, eh... chances are, my DSL is faster than whatever they've got, so why bother?

My network - WPA(Long ass passcode  ) and MAC Address filtering. But in event that Comcast fails, i throw my Linksys USB Wireless G out the window and pickup someone elses network

You can give them one for christmas. I've seem them as low as $20 for a 802.11g router. You can offer them to set it up for a fee too Be sure to remember the key.

i wish my neighbors would secure their networsk. For some weird reason my laptop likes to jump onto their networsk wich are way slower than mine.

I don't think it's a big deal. Then again, on and around a college campus there are a tremendous number of wireless networks, both secure and insecure. I've only hopped on someone else's a few times, including one in the dorm last year which a guy purposely set up for public use. Most of the time it's not necessary though, since almost anywhere on campus (except the dorms) you can pick up the campus network signal. Free internet for all as long as you're a student.
On my own wireless network, I run WEP encryption, MAC address filtering, and a firewall on each computer so that no one can just hop on mine.
