Cleaning IAC valves is usually an exercise in futility. Seldom works.

A surging idle is due to an uncontrolled vacuum leak. The IAC is a computer controlled vacuum "leak". When it fails, it often either sticks or overshoots its commanded position.

If there is no evidence of any other vacuum leak, then the IAC is the most likely reason.
