On the 1995, the secondaries are controlled by vacuum, right? They will be open when the engine is off (which they are) and should close when the engine is started, correct? Is there a switch on the vacuum line to the secondary vacuum servo controlled by the PCM or is it strictly controlled by manifold vacuum?
