I had this problem too. This line runs from the evaporation switch behind the engine to the PCV valve. Both my cars had the wiring recall done and the stupid dealers left things loose and hanging all over the place.

Well, I took another look at the Contour. I discovered that when she starts the car, the vacuum secondaries don't change. It appears that either the vacuum servo has a hole in the diaphragm or there is no vacuum to it. When I had the intake off, I did operate the linkage to make sure the plates were clean, so I know it's not seized. I didn't however hook a vacuum pump to it and see if it would operate and hold vacuum.

With the car idling I removed the vacuum line from the EGR valve and pulled a vacuum on it. It held vacuum, but had absolutely no effect on the idle of the car. The engine was up to temp though, but I believe the EGR should still be closed at idle, even on a warm engine.

So, I figure I'll be pulling the intake again and chasing vacuum for the secondaries, at which time I'll pull the coil packs and try to find a home for the melted vacuum hose.

There is a solenoid that allows the secondaries to open, and the egr should seem to operate (clunk) whith vacuum. Keep us posted, with everything working, it will be SHO Jr.

On the 1995, the secondaries are controlled by vacuum, right? They will be open when the engine is off (which they are) and should close when the engine is started, correct? Is there a switch on the vacuum line to the secondary vacuum servo controlled by the PCM or is it strictly controlled by manifold vacuum?

Pcm controlled switch. This diagram shows where it is:

The linkage should move closed at startup and open at 3000+rpm. It worked like that on our 1995 Mystique.

1995 secondaries controlled by vacuum dashpot. Just connect a hose to the dashpot and suck on it. Does the dashpot move. If not it needs replaced. Had mine go out on me....
