the actual plastic part of the vacuum hose doesn't come out, you pull the hose out OF the plastic piece.

and yes, you can move the throttle clip up and it will "fix" the IAC problem, sorta. it'll help until you can correctly fix it

Push down the "rings" with a flat head screwdriver and pull the hose up.

Just a guess here...but cant a severely plugged catalytic converter cause a car to rev slow once the car gets warm...could be worth at least investigating
