Personally I've never heard of any outfit selling a car without changing the oil, it's generally the first thing they do from my experience when they have a sale.
Dealership's are a little more haphazard at hiring techs. They don't trade off their mechanical reputation so quality isn't such a big issue. There are a lot of 'Have a go, Joe's about too. You have to ask around what people think of them, then I like to call and ask questions that can be easily answered (not fixed, answered) over the phone. Start with something simple like diagnosing a bad blocker ring or slipping clutch and guage from their answers the basic knowledge of the guy on the phone.
Personally, I'm happy with my dealership doing work as the tech who works my car drives a pre-98 Contour too, so he's knowledgeable on some things from experience. Oddly enough, they are the only place I've tried where they actually listen when I tell them how to do something right. The backstreet mechanics especially have been VERY repulsive to listening to what I have to say,
