The change came part way through the 98 model run. I remember that Ford didn't bother to tell anyone right away, and those of us in Ford dealerships at the time wondered why the cars that we had programmed to an additional key had them come back because the new key didn't work. I don't know the actual change date, but it was long before the 99 models arrived.
