Everyone has told me i need to have two keys to program a third. However, the HOWTO on this says this Quote:
To program a new key:
Buy a PATS key and have it cut.
Using a currently working key, place it in the ignition and turn it ON until the dash lights come on.
Turn the ignition off, remove key.
Within 10(?)seconds, place the new key in the ignition, turn the ignition ON until the dash lights come on.
Wait a few seconds for the PATS LED to stop blinking,
Turn igniton off, remove key.
New key is now programmed. This will work for up to 16 keys. After that you have to go to the dealer to have the memory reset.
am i missing where the second key is needed?? a poor pocket decision at an amusement park has left me single keyed.

my understanding is that any post-98 requires 2 keys to make a third.

If you have a Post-98, you need two programmed keys to program and unprogrammed key. (What??!)  And unfortunately, its kinda pricey to get a new key programmed.

how much...i need to have another made for the SVT.

I had one made for my '99 SE after I first bought it. Cost me $78 at the dealer...  $35 just for the blank.
Must be that jumbly-wumbly thing happening again.

Not entirely true, early 98's can be programmed with one key. My SVT came with one key and i programmed 3 other's using that method. FYI Ford charges more for there PATS keys, well at least around here but Mercury Mystique keys are cheaper and they work. , i paid 15 for each key cut to match and un-programmed.

I only have one key for mine, local dealer told me about $100CDN.
I didn't get it done, but they told me that now they have my code (from my VIN I guess) that they can let me in if I ever lose my key.

Right, if you want another key cut you are supposed to have two programmed keys in order to cut the third (according to Ford). My daughter has one key to her car (98.5) in CT (she goes to school there)the other is here. I got a blank key and sent it to her but Ford wouldn't cut it without the spare key that I had. I sent it to her, she had the blank one cut. She only needed one of the programmed keys to program the newly cut key.

It would've cost me $80 to have the dealer make me a new key and program it (I only have one). needless to say, i still only have one.
Do what i did. Have another key cut at like wal-mart. That way you can use that key to open the door if you ever lock the keys in the car. It wont start the car though.
