Not entirely true, early 98's can be programmed with one key. My SVT came with one key and i programmed 3 other's using that method. FYI Ford charges more for there PATS keys, well at least around here but Mercury Mystique keys are cheaper and they work. , i paid 15 for each key cut to match and un-programmed.
