On a more serious note IMO it's about setting up an atmosphere of plausible deniability. Good forged documents are easy to come by. When an employer verifies an employees info the only thing that gets verified is the SS number and the name and that's all that's required by law. Proving that a company knowingly hired illegals is next to impossible. The verification process is weak and flawed.
As for the "temporary workers permit" that Bush wants...who's going to track that? Don't we have something similar right now in the form of work visas? What's going to happen, the permits will expire and the companies will tell the worker to go home and they will? Will the government send agents(travel agents ) to escort them out of the country? Or is it more likely they'll remain in this country and work illegally with no real change to the system other than the fact that we've generated a piece of paper? Government feels good because they have paper on them. Employer feels good because as long as the Goverment has paper on these people their hands are clean. Ooh no exit statagy again! The permits are only duct tape, it's not going to fix anything!
