They do that already, remember. Our military goes out of its way to preserve civilian life. By contrast, their tactics deliberately target civilians. So now what?

I remember the method russian special forces dealt with the terrorists that took over their theater. They buried them wrapped in a pigskin, so as to 'deny' them paradise and martyrdom. That's how you fight a war.
