Edit: I went to their forums, they talk about the throttle valve adjustment in response to your post (it's like the kickdown cable on my Dodge, If it's wrong, it will hang in low gear) Try that adjustment, I wish I knew the procedure for your car.

It was made by Ford. Well actually the Contour was designed by Ford Europe so the Tempo has more in common with the 74 F100. BTW - the rims would fit. There's your link. 2000 SVT #674 13.47 @ 102 - All Motor! It was not broke; Yet I fixed it anyway.

Yup i ran the stock e0's on my old tempo for a long time. Offset was way different. I had to run spacers, just so the fronts wouldnt rub lock to lock. + it looked alittle funny cause it raised the car like 2 inches, and its kinda ricey cause it says svt on the caps. 98 csvt t-red.. sho-shop intake, b&m, fidanza, spec1 clutch, Torsen, DMD,optimized Y& TB, Brullen, rear strut bar,h&r's,17" konig traffik's.
