That may be a dirty ass engine, but a couple cycles of degreaser at the quarter carwash, rinse and maybe another cycle of degreaser and rinse, drive it for about 15-20 minutes to dry it off real good, then apply a healthy amount of tire foam (your choice of brand) to the entire area will cure that problem You will need to wash the car afterwards as the aresol will get all over the windshield and some of the car, but it will probably be needing that as well.
