I don't know if you can do exactly this but there might be another alternative... On my KP61 Toyota Starlet I have a handbrake mod that disables the ratchet when I don't want it... For autocrossing and such, or just fooling around. Then when I need it I press a 2nd button to engage the ratchet. Note that this is my stripped-to-the-shell wannabe racecar, and this ghetto mod was installed by a great AE86 Toyota builder.. out of welded bar stock et al. ..Not too stylish.
A little investigation in the shop manual should turn up some valuable information if you want to defeat the ratchet mechanism..
