The perfect tune can vary with what you are running it on. IF you're trying to optimize your tune for exactly what you have now, then every new additition made after that might mean the perfect tune for what you HAD and the perfect tune for what you HAVE are different, and you're running on the wrong one. Thus you get the chip reburned to stay current.
Meanwhile, I'm not so sure a one size fits all burned once by the mfr. generic aftermarket chip will do much. Sure, they're cheaper, but if they give less benefit, they're almost a "why bother" item.
