99M03 claims a labor allowance of only 7.7 hours of for a car like mine (2.5 V6 w/ ATX and ABS; see page 2 of 99M03), which is one of the reasons some dealers simply try to avoid doing it. I'm not sure how it works in all shops, but either the dealer or the tech generally ends up eating the costs for time above the labor allowance. Was it 7.7? I could have sworn I'd been told 12. Well, either way, it sucks out loud and my mechanic was a CEGer, to boot. Of course, he quit and split before the job was done, and as far as I know we've never heard from him since.
Personally, I'd tip a mechanic who took on this job a few hundred bucks out of my pocket into his as an incentive.

The wire harness kit cost discounted 1500+ and requires 12 hours at 90/hr = 1080 to install totalling 2580 plus 8.5%tax = 2799
I think that this is the wiring harness kit part number as of the jan/2005

Correct but now that 99m03 has expired will ford continue to follow these allowances or attach some additional time to make up for the underestimated allowances under 99m03?

Good point: If you pay the dealer to do the work, will they charge more than the labor allowance in the orignal recall? Probably - but they'd likely hide it with something like "we also discovered this problem while we were in there..."

Wait a minute. Who else is equipped to perform this kind of work? I thought the work and knowledge required to do all of the work required for the 99m03 could only be done correctly and completely by a Ford dealer!!
That is a Ford dealer that works on cars older than 10 years with less thatn 110k mile on it!!

When you have work done under a recall, Ford basically pays the dealership to do the work, instead of you paying. The labor allowances listed in the recall are the amounts that Ford will reimburse the dealership for. Apparently, if it takes longer than what is listed, the dealership eats the extra cost.
If your car is not covered by recall, the dealership can charge you whatever they want to charge to do the repair.
Note that at least one CEG'er, btrautman, was successful in getting Ford to pay some percentage of the repair cost past 100k, by first going to the service manager at a friendly dealer, then getting put in touch with a regional rep for Ford.
I however was not successful in doing that, at 115k and 10+ years, but I might have been more persistent if I was looking at a $3000 repair as opposed to the $130 part + DIY.
And P.S., the pdf file linked to in the above post includes step-by-step instructions for all the harness replacements. Any smart mechanic could follow the instructions and get the job done. However they will not have the experience with this repair that your dealer does.

So, how many of you CEGERS out there have actually purchased one of the several wire harnesses and paid ford to install it?
Also I am very surprised of the latest Ford recall that involves the battery cable(s) possibly causing a fire considering Ford's wire harness recall history!

Does the wiring harness recall apply to a '97? Is it good for 100,000 miles and 10 years from date of manufacture?
