The SVT does not have this "dog bone" style linkage. The SVT cable attaches to linkage directly mounted on the throttle plate bar. On your non SVT TB, there should be a little bit of movement on the dog bone, but not a whole lot like you're describing. Short of fabbing up your own dog bone, I'd say you're SOL on adjusting that TB if it really is shot like you're saying.
