Ford Parts Online go to online pricing and catalog, choose collision and Contour, then 98-00 as your year. I for the life of me couldn't find the rocker panel moldings/ skirts, but if when you do, you can get an exploded views of the necessary parts. and each will be priced. Keep in mind, Bill's price is still lower though
