Yes SVT's have a butterfly valve setup like SHO's, the secondaries open at 3800RPM or full throttle. As far as being slow before that, you probably need a good tune up and UIM/LIM tear down and cleaning.

Turbo is the way to go for power if you have the money, the only company that makes a full kit for the SVT is arizona dyno chip. The cost of the kit is 5000, although i've read some where that it recently went up. You would be better off building up a Oval port 3L.
