My Tour had DRL and I live in MN!!!!! I just diconnected them from the headlights when I put on my aftermarket driving lights. Now my driving lights are my DRL's.
The fuse for the DRL's, I believe, is the ignition fuse under the hood. Don't quote me but I think this is correct. It shoudl be in the manual.
