My thoughts, through the IAC.
It still gets it through the IAC even if its an SVT.
When I first started doing the 70mm conversions I drilled the same size hole in the TB plate. It didn't affect anything either way.
I assume it is to keep some air flowing in through the throttle body to aid in off idle throttle response since the contour IAC routes it so far around the TB inlet. Maybe it prevents a stumble or something.
Doesn't hurt anything not to have it or to have it though. On an SVT that is.
