Are you sure these are swirls? Normally, you only get swirls from using a buffer (lots of dealers have hacks doing cars, so some newer cars look terrible in the right light). Could they be cobweb scratches instead? We use 3M Imperail hand Glaze, and it works great, but is difficult to work with (has a short "open" time, which means it dries really quick). And all it does is fill them. Very well, but doesn't get rid of the problem. Best I've found in 7 years of monkeying with paint is a Meguiars SoftBuf foam pad, my trusty Porter Cable buffer, and a product called Restore-It from Malco Products in Ohio. But they may be wholesale only. The results are incredible, but time consuming.
