I would think most of the gains on the track would be from the benefit of having a raised redline.

That's right. It should help keep some people from having to shift into 4th gear at the end of the track.
But even with a 10HP gain, you can't expect .5 at the end of the track.

says who? and yes the raised redline helps alot rather than the rev limiter kicking in but also the datalogging feature and getting the a/f correct.

Says logic. That would be 1/10th of a second for every 2 HP! Granted with slow cars like Contours, it takes less HP gains to run better 1/4 mile times, but 2HP will not equal 1/10th in the 1/4 mile on any car. If by that nature, I would be deep into the 13's, as I've got about 40hp over stock.
40hp = 20/10ths
20/10ths = 2 seconds
15.3 - 2 seconds = 13.3
Damn I suck at driving. I can only pull off a 14.4

Not sure what that has to do with anything. If nothing else I'd say that says a little bit about my driving, since there are a few 3L's making more than the 196fwhp that I was making at the time of those runs, and only doing 14.6 and 14.7. I've got an extra 10HP and 5TQ on top of my lightweight 17"s and sticky tires that I'd like to take back to the track. I'll be shooting for a 14.2.

That is very similar to what I was running with my car when I first put the 3L together. I also was making about 196-198 when I had stock SVT intake and exhaust on it. I was turning 14.6-14.8. I wasn't that good of a driver then either as some of them were in the 15s Better now but still need some work at driving.
