Okay.. before this gets any further out of whack:


95's have no "IMRC" per se. They have a vacuum operated actuator that is, by default (no vacuum) pulling the secondaries open. When vacuum is applied (after the car is started) the secondaries are allowed to shut.

96+ have an IMRC. the IMRC is, by default, not affecting the secondaries, and they are closed by a spring. when the IMRC activates they pull the secondaries open, against the force of that spring.

So..

The "flaky imrc" comment by me was misleading to your particular problem.

I would search for the following:

a broken secondary linkage (copper rod that connects one bank to another) broken, allowing one to stay open and one to work properly.

or

a vacuum leak that would affect operation of the linkage

You say that you have observed the linkage working while sitting still. What do you mean by that? What did it do, and what did you do to cause it?
