Not sure what your saying; if you've connected fogs as DRLs without using DRL circuitry, then you could pull DRL relay and insert OEM shorting bar that is inserted in lieu of relay in USA cars.

If fogs do not come on automatically as DRLs then as PackRat says it would be illegal as well as being unsafe.
