Rome is hardly different than Paris; the wackjobs seem to gravitate towards the major metropolitan areas and for some reason manage to wrangle the rest of the population in with absurd legislation from time to time. The marked difference is that most of the time, the bulk of the absurdity in Rome stays in Rome, where the Parisians try to forcibly disseminate it to the rest of France.
Hell, if this was France we were talking about, there would be a massive protest for mental health rights for the abused Goldfish...
