I personally have never been able to get the light pulse method to work, including on other OBD-I vehicles... but that may be due to my own (lack of) abilities as well.
That said, an OBD-I scanner for your '95 is pretty cheap. Check out your local Sears and Autozone -- they usually run about $30 -- cheaper than the dealer diagnostic fee and plus you get to keep the tool. The OBD-II ones typically go for $100+, so on the prices alone, you can't get them mixed up.
The $20-$30 "scanners" still require you to count the pulses/beeps yourself.
A paperclip is still pretty cheap, it just takes some practice.
