sorry to bring up an old topic, but to answer the question, that is a cover for a towing eyelet. You remove the cover and screw in an eye for towing the car. All Brit cars have em, not too sure about the continent.

I don't know how safe I would feel towing a car with something that small though. I guess if it was hardened, solid steel it would be fine.

No problem! I had been meaning to reply but got sidetracked and then forgot about the topic. The towing eyes are rated to pull more than the weight of the car. We don't have the feature on our cars here due to the lack of corners to drive off!
