It's no secret that raising kids costs a lot of money. But what's your point? It also costs a lot to own a car, but we don't expect a tax break for every car we own, do we? The point is that yes, it costs a lot of money, but why is the government paying for it? (You'll have plenty of good answers, I know, but they won't jive with the original intentions for this country).
Personally, I don't really mind the tax breaks people get when they have children. The revenue generated by that child is going to far exceed any breaks their parents are given. Welfare, on the other hand...

I understand that raising children is a very expensive thing to do. What I do not understand is why that should have any bearing whatsoever on the income taxes paid.
Our current system discriminates against people without children. Not only do people get a slate of tax credits and deductions specifically just for having children, but they use larger amounts of just about all government resources, including resources specifically created for children or people with children.
One could even make a case that people with children should have to pay MORE taxes, because they use more taxpayer resources than people without. However, I believe that discriminates the other way.
Therefore, I believe the only ethical and fair system of taxation is one in which everybody pays the same percentage of his or her income in taxes, regardless of any demographic. A fine place to start on this are to remove all benefits for marriage and parenthood, and go from there.

How about giving tax credits for no more than two children?

I am not sure if you mean you get a credit for 0-2 children, or a per child credit for only up to two dependent children. Either way, government would be still engaging in unethical and discriminatory taxation, as people would be paying more or less of their income in taxes based on the number of children they have.
