First, no it's not enough to affect the balance.
Second, you'd have to do this before getting the wheels balanced, so definitely no.

I would not include my driver's license in the wheels, but I would include a lot of other information. Most people don't mount their own tires, even thieves, so you'd most likely only have the tire guy looking at your information and then the police.

Why not have the vin # acid etched into the back hub section of the rim? Thats what I have done.
