You gotta find some cams first. Have you found a source for cams?
As to if it will pass a smog test or not it depends on how radical the cams are and what other modifications have been made. Based on experience from other engines, a mild cam upgrade (like an "RV" cam) probably won't hurt.
Valve timing can be a complex issue, so it is not a clear clean answer. Generally speaking, icreased duration and or increased overlap are the biggest offenders.
My past experience with what are now older overhead valve V8 engines, you can usually get away with advertised duration or 260 or even 270 degrees. I've even been OK with 282 degrees as long as the overlap was kept reasonable from wide lobe centers.
