You mean Batman Returns right? He WAS an evil mofo wasn't he... You know, it seems like every bad guy Christopher Walken plays is just soooooooo evil. I don't know how he does it...

I'm going to pull one out of left field here. "Mizoguchi" from the Japanese movie "Returner"
Basically he is a yakuza boss who in the beginning of the movie is smuggling children for use in medical experiments and when they open the shipping cart he shoots the the kids who are crying. When asked why he shot them he simply replied "They aren't crying anymore..."
This is pretty much the way this Body-Kitted Cadillac driving villian is through the entire movie.
