oh yes one way to verify egr flow is to disconect the vacuum hose at the valve and provide vacuum to it. with the engine idleing is should run very badly and possibly stall while providing vacuum. If it doesnt change the way the car idles then you have plugged passages. Also if the valve itself wont hold vacuum, the diaphram is bad. hope all this helps.
