Don't rotate if the rears are shot. Looks like an alignment is showing up in the crystal ball. Unfortunately, they usually refuse to align if the tires are not worn evenly. So new tires will be required for the rears ($$$)

As for balancing, the indies usually charge $10 for each wheel. So you are looking at $20 for the front wheels. Check to make sure the fronts do not have the wear bars showing on the edges too.
