The underhood harness is considered a voluntary additional coverage Service Program by Ford. It was not required by NHTSA and I don't think it has been determined by NHTSA as a safety related issue (yet).

True. I spoke with an inspection tech about dash warp and he told me that he failed a Contour once for that reason. I, too, would think it would be a safety issue.
On the VIN issue... I took the VIN for my daughter's new 'tour to the dealership and they could tell me nothing about the recalls that were done/not done. They said I should go back to the dealership where it was serviced. Of course I have no idea where that would have been. It would be nice to know what has been done in the way of recalls.

The dealer should be able to tell you what warranty and recall work has been done or hasn't been done on your car. At least the ones in the area where I live do.

OASIS will tell what recalls are still open. OASIS can also tell, if they ask for the history when they run OASIS will tell any repairs that Ford has paid for in the last 12 months.
There is no easy way to tell for sure that a recall has been done, other than it would still be open. The psudo recalls (owner notification programs) often have expiration dates and may fall off the open recall listing on OASIS to cut confusion. It's awkward when a service writer writes up an expired recall because he didn't take the time to look it up and confirm that it still applies.
