If it's anything like it is down here in Georgia, then there aren't a lot of flashing lights, so much as there are morning and afternoon hours for school speed limits. I faced something of this situation against a cop who might've just been bored and felt like hunting me down. It was around 12:30 or so and the gap that the school speed limit was not enforced was between 9AM and 1PM.
If this is your situation, take it to court and you are 99% guaranteed to walk away sans points or fines.
