All Toyotas with DRL have automatic headlamps. Even the Corolla has this. It works wonderfully, if at anytime while the car is running the light level drops to near dusk conditions, within 10 seconds the DRLs turn off, and the full array of lamps comes on. The full array of lamps also automatically turns off when you shut off the car.
As you said, there are too many people running around without headlamps on. That's unsafe, but that doesn't make DRLs inherantly unsafe. DRLs are perfectly safe as long as they are coupled with an automatic lighting system. That being said, it should be a federal requirement that all DRL equipped cars have automatic headlamps so people don't do stupid things.
