After a year from me buying the car. I repair kit for the dash board in my 1999 SVT. Here is FORDS part number for the Dash Repair Kit Ford calls the instrument cluster repair kit Part number 1S2Z-5404282-DA. It comes with 2 sets of pop rivets, new vent, rubber molding and a metal brace. I recommend if you are going to tackle this job get a heat gun it makes it much easier for the vinyl or leather whatever it is to stretch. I also used clips and epoxy plastic glue. If anyone needs the instructions email me.

This would be nice. I actually stopped mine from getting worse a couple years ago using pop rivets very carefully. I did the whole front around the dash, glove box, inst. cluster, etc. I can't get in the back where the vent is and that is the only thing that is starting to swell up now. Fortunately for me I have used a sunshade the cars whole life and there is hardly any lifting.
Team Ford Parts.com shows that kit for $51.91 for my price.

If you are refering to the part of the vent by the windshield. There is a rubber mold type of peice to keep that down that comes with the kit

There is no need to remove the windshield. Almost all of these repairs have been done with the windshield in place. The instructions do not call for removing the windshield.
It may be easier with te windshield out of the way, so if you are replacing the windshield anyway it may be worth the effort to arrange to install the kit while the windshield is out of the way. The windshield installer may not like waiting for you to get out of his way though.
