hello...i live in los angeles. i taught in public elementary, junior and senior high schools. many of my students were or were the children of illegal immigrants. the language thing is no big deal. i cant really think of a situation in which i need to communicate with someone and cant. its not like your house is going to catch fire, you call 911, and the operator doesnt speak any English. not to mention, i speak some spanish and my wife speaks if fluently
as for auto insurance, that's why i have my own insurance there are tons of legal residents rolling around without insurance. better to have full coverage than hope that other people do and i dont know what wack state you live in, but here in the insurance-rape capital of the world, your rates dont go up if youre not at fault, period. doesnt matter if the other party doesnt have insurance.

btw, legal does not = English speaking
i bet there are quite a few CEGers who have grandparents that are legal US citizens/residesnt and dont speak any English. my wife's grandmother for one.
