It sounds to me like you need a '96 or later LIM and an IMRC controller, and you *should* be set. I don't know if there's any difference in the intake ports from the '95 heads to the '96 heads; probably not but with the OBD changes, you never know.
The '95 LIM/vac secondaries were open when the engine was off but closed as soon as sufficient vacuum pressure was achieved at startup. I always liked that gutteral growl that my '95 made, like a big critter pissed off at being woken.
