Is the clearcoat messed up all over the car, or just in spots? If it's only in certain areas, I'd peel/sand off the bad area, go over it and a little bit into the surrounding area with ~1000 grit sandpaper, spray it with clearcoat paint (which you can get at any parts store, in the touch-up paint section), then use wet 1000-1500 grit sandpaper and/or polishing compound to feather it in.
I've never heard of anything that just removes the clear coat. What is it called? I'm not sure how it could selectively remove it and leave the underlying paint unharmed. If the paint is bad all over the car, I'm pretty doubtful that anything short of repainting would do a good job.
Waxing it regularly will help prevent further damage though.
When the paint started to oxidize on my dad's '90 Ranger, I used the Meguiars 3-step stuff on half of the hood to see what it would do. It didn't improve the appearance much at all. However a few months later the paint deteriorated a whole lot more, except that half of the hood, which hadn't gotten noticeably worse.
