His point is that anyone that stayed in New Orleans that was fully capable of leaving but chose not to, got what was coming to them. Not those that couldn't leave because the resources weren't there.

The competence or incompetence of the bureaucracy had no bearing on those that chose to stay because they ignored everything anyhow. They only complained after the fact, when the government wasn't there to help them fast enough, despite the fact that if they had done what they were told in the first place the speed of their reaction after the fact would be a moot point.

It's kinda like when your car is broken-down on the railroad tracks and the crossing bucks go down and you just sit there in your car, and when the train hits you and you become paralyzed from the accident it's the train's fault, or the government's fault for making it possible to sit on the tracks with a train coming, or the tow truck's fault for not coming fast enough to push you out of the way when all you had to do was get out of the friggin' car. You got what you had coming to you.
