I'm torn on this one. On one hand, I think they were negligent, and really couldn't have done a much worse job of handling the situation. If Martha Stewart can be thrown in jail for acting on a good tip and selling some stocks, then surely, failing to do their jobs and being a contributing factor to thousands of people dying is good for some sort of punishment.

On the other hand, these are government officials we're talking about. Many of them got to where they are because they couldn't cut it in the real world, and/or had good connections (the former FEMA director comes to mind). Incompetence, bureaucracy, and taking forever to accomplish anything is pretty much expected. If you live in a city below sea level, you have over a week of warning that a hurricane is coming your way, and you choose to put your life in the hands of those fools rather then protecting yourself and getting out of there, you kinda had it coming.
