There was a big ass Mississippi flood back in the 60s... my town (Clinton, IA) had flood water all the way to my middle school (about a mile away).
After that happend and waters receded, they built a huge dike. Called it riverview park, landlocked an old riverboat (turned it into a performing arts theater), had a functional riverboat casino, etc.
Guess what happend in 93, it flooded big again. No flooding going on there!
