Based on all these posts, if it were my Contour, I would;

1) Check/clean connections to relay, 2) change relay, 3) check wiring from fuse box to PCM, 4) change PCM.

found the problem guys. a little while back the support bracket for my intake broke so i took it off and allowed it to rest on the wheel well. not the right thing to do i know, but i had planned on repairing it soon anyhow. well, as a result of that, one of the maf sensor wires were rubbing against the battery hold down cutting through the insulation and making contact with the wire inside, thus the short to ground causing the pcm fuse and pcm relay to blow. imagine the relief and foolishness i felt having found the culprit to my troubles yet realizing it was right in front of my face the entire time.

i only found it cuz i had the car running with the hood up in preparation for a test drive, and while adjusting the intake to tighten the battery hold, the wire made contact once again and i was able to see the short occur.

needless to say, everything related is now insulated or protected and the 'tour is back on the road and im only the cost of several test fuses and one relay poorer.
