Heh... I hear the story from my brother when he was 11 or 12 back in Pocatello, ID. He said he found a shifter kart missing the engine and steering wheel at the Salvation Army and begged my mom to get it for him.
Got himself a motor/steering wheel for it and said he got on I-15 and got clocked at 70 or so (back when the limit was 55) by a highway patrolman. They confiscated it on the spot. He might have been exaggerating, but my mom confirmed that it did happen.
